Numbers 3 takes place at the time Moses talks to God on the mountain. The Levites one of the twelve tribes of Israel were summoned by God to become priests because Aaron’s two oldest sons made an unacceptable sacrifice to God and we’re struck dead. That left only Aaron’s two youngest sons as priests. God instructed Moses to count all the firstborn males and they would become priests. Moses counted them by family and clans.
This leads us to the 16th verse:
So Moses counted them, as he was commanded by the word of the Lord.Numbers 3:16
